Transformasi Sistem Keamanan Maritim Indonesia Berbasis Teknologi Digital untuk Menghadapi IUU Fishing, Perompakan, dan Ancaman Siber

Abstract
Penelitian ini mengkaji transformasi sistem keamanan maritim Indonesia melalui pemanfaatan teknologi digital untuk menghadapi IUU fishing, perompakan, dan ancaman siber. Sebagai negara maritim dengan wilayah perairan yang luas dan strategis, Indonesia menghadapi tantangan keamanan non-tradisional yang semakin kompleks dalam lingkungan VUCA (Volatility, Uncertainty, Complexity, Ambiguity). Penelitian ini bertujuan untuk menganalisis kondisi sistem keamanan maritim saat ini serta merumuskan model terintegrasi berbasis digital guna meningkatkan Maritime Domain Awareness (MDA). Metode yang digunakan adalah pendekatan kualitatif-deskriptif melalui studi literatur dan analisis komparatif terhadap berbagai kerangka keamanan maritim. Hasil penelitian menunjukkan bahwa sistem yang ada saat ini masih bersifat terfragmentasi, dengan koordinasi antarinstansi yang terbatas serta integrasi data yang lemah, sehingga menyebabkan rendahnya efektivitas deteksi dan respons terhadap ancaman. Model yang diusulkan mengintegrasikan jaringan sensor, sistem fusi data, analitik kecerdasan buatan, pusat komando, dan mekanisme respons cepat. Transformasi ini diharapkan dapat meningkatkan kesadaran situasional secara real-time, kemampuan prediktif, serta efektivitas operasional. Pada akhirnya, penelitian ini menekankan pentingnya arsitektur keamanan maritim yang terpadu dan berbasis teknologi untuk memperkuat postur pertahanan maritim Indonesia.
