Digital Maritime Twin Berbasis Geographic Information System Sebagai Masa Depan Sistem Keamanan Maritim Indonesia

Abstract
Indonesia sebagai negara kepulauan terbesar di dunia memiliki tantangan geopolitik dan keamanan maritim yang sangat kompleks di wilayah ALKI (Alur Laut Kepulauan Indonesia). Keterbatasan sistem Maritime Domain Awareness (MDA) konvensional dalam mengintegrasikan data dinamis secara real-time melatarbelakangi urgensi adopsi teknologi mutakhir. Artikel ini mengonseptualisasikan implementasi Digital Maritime Twin (DMT) terintegrasi dengan Geographic Information System (GIS) sebagai arsitektur masa depan sistem keamanan maritim Indonesia. Menggunakan metode semi-systematic literature review dan pemodelan konseptual, penelitian ini merumuskan arsitektur multi-layer DMT berbasis GIS yang mampu mengintegrasikan big data maritim (AIS, VMS, Satelit, Radar, dan sensor oseanografi). Hasil pembahasan Hasil kajian menunjukkan bahwa DMT-GIS berpotensi memberikan manfaat lintas sektor pada bidang pertahanan, keamanan, keselamatan pelayaran, pemantauan lingkungan, dan logistik maritim, meskipun implementasinya menghadapi tantangan signifikan pada aspek infrastruktur data, interoperabilitas kelembagaan, dan kesiapan sumber daya manusia. Artikel ini merekomendasikan pendekatan bertahap dan kolaboratif lintas kementerian/lembaga sebagai fondasi menuju sistem keamanan maritim Indonesia yang adaptif dan berbasis data.
